Texas speaker signs the first warrant for a runaway Democrat

Texas House Speaker Dade Phelan (R) has signed a warrant for the arrest of a Democratic legislator who fled the state earlier this month to prevent Republicans from passing new voting laws.

The Texas Democrats, most of whom are currently in Washington, D.C., hope that by denying quorum, the state will be forced to abandon the GOP voting reform bills.

The warrant, signed Sunday, is the first against the lawmakers. But 56 statehouse Democrats face the possibility of arrest upon their return.
